Which council?
Old Trafford is in the borough of Trafford, so Trafford Council is the licensing authority and bills the council tax. The M16 postcode crosses the boundary, though: Whalley Range, next door, is in Manchester. Two flats a few streets apart can have different councils, different council tax rates and different licensing rules, so we go by the exact address.
